Many Of Torridge residents will already have seen in November 2009 the Torridge GrimeBusters initiative, which was introduced to improve the quality, standard and response to street cleaning issues across the district.

Owing to the huge support that the initial pilot received from  local residents, businesses and both Town and Parish Councils, Torridge is pleased to announce that "GrimeBusters" is now an established permanent feature within the Torridge Cleansing team.

The GrimeBusters team are on hand to remove fly tipping, litter and graffiti, please phone GrimeBusters hot line on freephone 0800 1422 442.

Our aim is to improve and maintain the quality of our local environment; Torridge has listened to residents and has recognised that it has not always been clear how to contact the Council to report a problem. We have now introduced a 0800 freephone number for you to contact us so, if there is something dirty in your neighbourhood, you know who to call! "GrimeBusters!" You can even leave us a message if you call outside normal office hours.

Please look out for our new logo and new number on both our employee's uniforms and our council vehicles.

Working together we can really make Torridge a great place to live, work and visit.

Street Cleaning

The Authorities Street Cleansing Teams are responsible for the day-to-day Cleansing for Torridge, work is carried out as laid down within the Environmental Protection Act 1990, Code of Practice on Litter and Refuse (COPLAR), and in conjunction with Best Value Performance Indicator (NI 195) which was introduced by the Government in 2008/09.

The Council recognises that Local Environment Quality is one of major concern to Local Communities.

Street cleaningNI 195 sets targets for Street and Local Environment Cleanliness, this is measured in terms of two indicators, LITTER and DETRITUS graded A to D, litter includes mainly synthetic materials often associated with smoking, eating and drinking that are improperly discarded and left by members of the public, food waste attracts vermin such as rats, litter may also include clinical waste, or faeces such as dog, bird and other animal faeces.

Discarded drug related implements e.g. syringes, needles and sharps is an escalating problem to the environment and are particularly hazardous if handled. If discovered, we should be contacted immediately to have them safely removed.

Dumping larger items (fly tipping) and dropping litter is an offence, under the Environmental Protection Act 1990 offenders can be fined up to £2000.

Indicator grades are:

A: No litter or detritus.

B: Predominantly free of litter and detritus except for small items.

C: Widespread distribution of litter and detritus with minor accumulations.

D: Heavily littered with significant accumulations and extensively covered with detritus.

The Authority has intensive cleaning schedules for all areas of Torridge including markets.

Public Conveniences

Fly Tipping

Fly tipping is any waste which is dumped without authority. Torridge District Council has a responsibility to collect fly tipping from public land such as highways etc. If you see any fly tipping which looks like it may be on public land please report it to us by completing the online form Fly Tipping (Report an Environmental Hazard)

Where waste is fly tipped on private land it is the responsibility of the land owner to arrange its collection and disposal.

Fly tipping is illegal - please help us to safeguard the environment by reporting it

Fly Posting / Graffiti

Every effort will be made to remove fly posting and graffiti as soon as possible, fly posting and graffiti on Private Property will be the responsibility of the Property owners.

Dog Fouling

Neighbourhood Officers do regular patrols and there are dog bins at many locations throughout our area.

Notices relating to dog fouling can be fixed on request and permanent yellow  pavement stencils are also being used throughout our area.

The Dogs (Fouling of Land) Act 1996 applies and owners must clear up after their animals. The maximum penalty for not doing so is £1000.

Dog owners who do not obey the ruling give rise to health risks and create a serious nuisance.

Torridge District Council has resolved to issue fixed penalty notices in relation to dog fouling offences. Various Council staff are empowered to issued fixed penalties if they witness offences. If you receive a fixed penalty notice, cheques should be made payable to 'Torridge District Council';  It would be helpful if you enclose the fixed penalty notice with your payment.
