Discretionary Payment Scheme - Paid by Torridge District Council - help towards rent shortfalls only and not to assist with day-to-day living costs due to the increase in the cost of living. Applicants must be in receipt of either Housing Benefit or housing costs within Universal Credit and able to demonstrate a short term need.
