Tier 2 Local Restrictions Support Grant (Closed)

Tier 2 Closed Grant

The Tier 2 Local Restrictions Support Grant (LRSG) (Closed) are available to businesses which have been forced to close because of the Tier 2 restrictions.

Businesses that were open as usual and providing in-person services to customers from their business premises and then required to close for a consecutive period of no less than 14 days as a result of regulations made under the Public Health (Control of Disease) Act 1984 will be eligible for this funding.

In the Torridge District Council area the only businesses legally required to close for the period 02.12.2020 to 30.12.2020 were public houses that could not operate as a restaurant. Please do not apply for this grant if you are any other type of business.

For eligible businesses, the amount of Local Restrictions Support Grant payable is as follows:

· Businesses occupying properties appearing in the Rating List with a rateable value of exactly £15,000 or under on 2 December 2020, the grant payment will be £667 per 14 day or £1334 per 28 day qualifying restriction period

· Businesses occupying properties appearing in the Rating List with a rateable value of between £15,001 - £50,999 on 2 December 2020, the grant payment will be £1,000 per 14 day or £2,000 per 28 day qualifying restriction period

· Businesses occupying properties appearing in the Rating List with a rateable value of £51,000 and over on 2 December 2020, the grant payment will be £1,500 per 14 day or £3,000 per 28 day qualifying restriction period

Businesses that have chosen to close but not been required to, will not be eligible for this grant.

State Aid Regulations

The grants issued to businesses in response to the COVID-19 outbreak are classed as 'state aid.'

State aid is when taxpayer funded resources are used to provide assistance to one or more organisations in a way that gives an advantage over others. 

As part of your application, you will be asked to confirm that your business will not exceed the state aid limits, as set down in law, if the grant is paid.

You will need to confirm how much state aid you have received within the current and previous two financial years. If you are not sure if help you have received qualifies as state aid, you should contact the awarding body or seek independent advice.

For the avoidance of doubt, any grants received from the Council would be considered state aid and you will need to declare these on your form.

You will also be asked to confirm that you are not an 'Undertaking in Distress' (within the meaning of Article 2(18) of the General Block Exemption Regulation) on 31 December 2019).

Making an application

This application is provided to capture the information required by Torridge District Council to verify and make the payment of these grants.

Please make sure you follow the instructions very carefully and add the information exactly as it is laid out on your business rates bill.

Please ensure you have the following information with you before you start your application:

· Your business rate account number and the name of your business as it appears on your rates bill

· Your Company Number (as registered with Companies House) if a limited company

· Your VAT number if VAT registered

Payment will be by BACS transfer to your nominated bank account.

Please note the payment(s) may take up to 5 working days to clear into your account.

Please note that you must notify us immediately if your circumstances change and you no longer qualify for this grant. For example, you open for trade or your business ceases to trade completely.

The closing date for receipt of applications is 31 January 2021
