Website Accessibility Statement

Introduction

Torridge District Council is committed to ensuring digital accessibility for everyone. We are continually improving the user experience of our website and applying the relevant accessibility standards.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • Change colours, contrast levels and fonts
  • Zoom in up to 300% without the text spilling off the screen
  • Navigate most of the website using just a keyboard
  • Navigate most of the website using speech recognition software
  • Listen to most of the website using a screen reader
  • Use the Recite tool to aid with your use of the website

We have also made the website text as simple as possible to understand.

The Torridge District Council corporate website is built using the GOSS Interactive content management system.

Conformance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA.

Torridge District Council's corporate website is partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.

Additional accessibility considerations

Although our goal is WCAG 2.1 Level AA conformance, we have also applied some Level AAA Success Criteria.

Limitations and alternatives

Despite our best efforts to ensure accessibility of Torridge District Council's corporate website, there may be some limitations. As part of our commitment to accessibility we are required to publish where we know there are issues with our website.

Below is a description of known limitations, and potential solutions. Please contact us if you observe an issue not listed below.

Known limitations for Torridge District Council's corporate website:

  • Images: uploaded images may not have text alternatives because we cannot ensure the quality of contributions. This doesn't meet WCAG 2.1 success criterion 1.1.1 (non-text content). We monitor images and typically repair issues within 10 working days
  • Videos: Some of our pre-recorded videos do not include closed captions. This doesn't meet the WCAG 2.1 success criterion 1.2.1. We are continuing to update our videos and typically repair issues within 10 working days
  • Our forms are built and hosted through third party software and 'skinned' to look like our website. This doesn't meet WCAG 2.1 success criterion 1.3.1
  • Slider controls do not change appearance when selected using a keyboard. This doesn't meet the WCAG 1.2 success criterion 2.4.7
  • Some HTML5 and WAI-ARIA landmarks aren't applied to the section of the page that corresponds to their type. This doesn't meet the WCAG 2.1 success criterion 1.3.1
  • Accordion IDs used are not unique. This is not compliant with WCAG success criterion 4.1.1, and WCAG success criterion 4.1.2.

Maps

Whilst every effort has been made, it is not currently possible to make Geographic Information System (GIS maps) completely accessible to all users.

Across our website we have a number of maps and where theses appear, we have provided a text version of the information. Full details on Accessibility in Google Maps is available from the Google Support website.

Documents

We have a number of documents, for example, Word, PDF or Excel files on our website do not meet the accessibility standards. We are working towards making all documents that are key to service delivery, and all new documents, accessible. We have introduced new procedures, monitoring and guidance to help meet these requirements. We are converting many current documents into web pages or online forms to help with accessibility.

We publish documents in a range of formats, and we want as many people as possible to be able to use those documents. When we produce a document, we try to make sure we:

  • provide or convert to an HTML page where possible
  • tag headings and other parts of the document properly, so screen readers can understand the page structure
  • make sure we include alternative text alongside non-decorative images, so people who cannot see them understand what they're there for
  • avoid using tables, except when we're presenting data
  • write in plain English

Some of our documents are not accessible. Including some that:

  • are photocopies and are not marked up in a way that allows screen reader users to understand them
  • are not tagged up properly - for example, they do not contain proper headings
  • are not written in plain English
  • Provided by a third party, for example, planning applications

We are always looking to improve the accessibility of our documents. If you find any problems that are not included in this statement, or if you need a document that we have published in a different format, you can request an accessible version by emailing communications@torridge.gov.uk.

The accessibility regulations do not require the Council to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services.

Live video

Live video streams do not have captions. This does not meet WCAG 2.1 success criterion 1.2.4. We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Third party content

Our site includes third party content and functionality.

Depending on our relationship with the third party, we cannot always guarantee its accessibility.

Links to other websites

For the benefit of our users we link to other websites, including:

  • News websites
  • Social media platforms
  • Official information sources, such as The Met Office, GOV.UK or NHS.UK.

We are not responsible for the accessibility of these or any other websites we do not manage.

Third party platforms

We often create content which is hosted on third party platforms. This includes:

  • Content we create for social media, such as Facebook or Twitter
  • Video which we host on YouTube or Vimeo
  • Data we supply to national databases

We are responsible for ensuring the content we supply meets accessibility requirements; however, we are not responsible for the accessibility of the platform itself.

For example, when we add video to one of our YouTube channels, we will ensure any subtitling, captions and audio-description are included as required. However, we are not responsible for the accessibility of the video player itself.

Disproportionate burden

We have not identified any elements that qualify as a disproportionate burden but will keep this under review. If we determine that compliance with the accessibility requirement would impose a disproportionate burden, we will —

(a) explain in our accessibility statement the parts of the accessibility requirement that could not be complied with; and

(b) where appropriate, provide accessible alternatives to documents held that are not available on our website or mobile application

What we're doing to improve accessibility

Torridge District Council continues to assess the accessibility of Torridge District Council's corporate website by the following approaches:

  • training for staff on how to create accessible pages and documents
  • ongoing monitoring of accessibility issues
  • procedures have been put in place when procuring or developing online systems
