Business Support Package for January lockdown (from 5 January 2021 onwards)

On Monday 4 January 2021 the Prime Minister announced that from 5 January 2021 England would enter into a period of national restrictions to manage the spread of COVID19.

As a consequence of this all non-essential retail, leisure, personal care, sports facilities and hospitality businesses must close.

In order to provide financial assistance the Government has announced two grant packages will be available:

  • Local Restrictions Support Grant (Closed) Addendum: 5 January onwards

  • Closed Business Lockdown Payment

    The Local Restrictions Support Grant (Closed) Addendum: 5 January onwards will provide a payment based on the November 2020 scheme that ran from 5 November 2020 to 2 December 2020 pro-rata up to 42 days for the period 5 January 2021 to 15 February 2021.

    The Closed Business Lockdown Payment will provide a one-off payment in addition to the Local Restrictions Support Grant.

    Eligibility Criteria

  • Businesses are only eligible if subject to the lockdown restrictions imposed by the Government from 5 January 2021

  • The business must be liable for business rates in business premises as at 4 January 2021. If you do not occupy business premises you will not be eligible for this grant.

  • The ratepayer must be named on the bill as at 4 January 2021

  • Businesses must have been trading on 4 January 2021 before national restrictions came into force on 5 January 2021 - where businesses were required to close due to restrictions preceding the national restrictions on 5 January 2021 it is accepted that those businesses are still trading

  • If a business is required to close its main, in-person service but adapts its business to operate takeaway, click and collect or online with delivery services, it will be considered closed and eligible to receive grants under this scheme as its main business must close

  • Businesses that have a voluntary arrangement but are not insolvent, in liquidation or administration will be eligible if they are still open and trading

  • State Aid limits will apply

    Exclusions

  • Businesses that are able to conduct their main service because they do not depend on providing direct in-person services from their premises and can operate their services remotely (e.g. accountants, solicitors)

  • Businesses outside the scope of the national restrictions (i.e. not required to close)

  • Businesses that have chosen to close but are not required to

  • Businesses that are in administration, insolvent or where a striking off notice has been made

    Grant Payment levels

    The value of these grants has been set by Central Government: 

  • For properties with a rateable value of £15,000 or under:  £4,000 one off payment plus £2,001 per 42 day period
  • For properties with a rateable value of £15,001 and less than £51,000: £6,000 one off payment plus £3,000 per 42 day period
  • For properties with a rateable value of £51,000 and over: £9,000 one off payment plus £4,500 per 42 day period

Making an Application

This application is provided to capture the information required by Torridge District Council to verify and make the payment of these grants.

Please make sure you follow the instructions very carefully and add the information EXACTLY as it is laid out on your business rates bill.

Please ensure you have the following information with you before you start your application:

  • Your 9 digit business rate account number which starts with a 26 and the name of your business as it appears on your rates bill (If you do not have an account reference, you are unlikely to be eligible for a grant. Please do not make up a reference number)

  • Your Company Number (as registered with Companies House) if a limited company

  • Your VAT number if VAT registered

  • Payments will be made by BACS to your business account within 14 days of your application. It may take longer if we have to verify your bank details or seek further clarification.
