Torridge District Council offer a range of permits (Season, Business, Residents and more) to provide cost effective, convenient parking and these can also be purchased online. These pages show the range of permits we offer, as well as additional services we provide such as reserved bays and garage hire in selected car parks.

Note: These permits may be used only in our off street car parks. If you require a permit to park in an on street residents' area please contact Devon County Council.
Permits available (Please be advised cash payments for permits will not be accepted)
Season Permits
Season permits entitle you to park in all of our long stay car parks with the exception of Westward Ho! (for which permits are only valid from 1st November to 14th March) on any day of the week.
Season permits can be purchased for periods of 1 month, 6 months, or 12 months and provide exceptional value when compared to the daily purchase of a Pay and Display ticket.
Business Permits
Business permits are usually the best choice for people who visit our car parks for work, but you don't need to be a business user to purchase one.
Business permits entitle you to park in all of our long stay car parks with the exception of Westward Ho! Monday to Saturday.
Business permits can be purchased for periods of 1 month, 6 months, or 12 months and provide exceptional value when compared to the daily purchase of a Pay and Display ticket.
T-Business
T-Business permits are available only to businesses based on The Pill, Bideford and are only valid in The Pill Car Park. T-Business permits entitle you to park on any day of the week. T-Business permits can only be purchased quarterly or annually.
When applying for a T-Business permit, it is important to contact the Parking Office at 01237 428981, or email carparks@torridge.gov.uk before making your application.
Residents
Residents permits are a convenient choice for people who live close to one of our car parks but work elsewhere. Residents permits provide parking before and after work Monday to Saturday ( covering the period between 4pm to 10am), and parking all day Sunday.
Residents permits can only be purchased annually. Potential savings vary according to car park.
Resident's permits will be limited to one per household and are valid in car parks where residents parking is allowed and subject to the following eligibility:
- Your permanent residence is within the immediate vicinity of your chosen car park.
- The vehicle must fit wholly in a parking bay.
- The vehicle is registered at your permanent residence as above or is a company vehicle which you have the use of.
Reserved Bay
Where available, reserved bays are an excellent choice for people who require the exclusive use of a bay, and in addition offer a considerable saving. It should be remembered that purchasing a Pay and Display ticket or any other type of permit does not guarantee access to a bay.
Reserved bays are usually allocated and invoiced annually, but may be allocated with payment made pro rata when vacant.
Please be aware that reserved bays will be allocated to residents as a point of priority over businesses or holiday homes / lets. You will be required to provide proof of residence when applying for a reserved bay.

Windmill Lane
Windmill Lane Car Park can no longer be used for for the storage of caravans and boats.
Tourist
Tourist permits are valid in all our Pay and Display car parks. Please see Tourist Permit page for more details.

In order to apply for a parking permit, you will be required to create an account on our system. This information is only taken once during account set up, and you can then apply for and manage your parking permit/s and renewals.
Please be aware that whilst some permits will allow you to input multiple VRMs at the point of application, only one VRM is active on the permit at one time. It is the responsibility of members of the public to ensure that they change their active vehicle, via their account, if they wish to park an alternative to their currently active vehicle on a parking permit. This is digital equivalent of moving the physical permit from one vehicle to another.

Terms and Conditions

Business
1. The use of this permit does not preclude you from receiving a Penalty Charge Notice should you fail to comply with these terms and conditions or commit any other offence contrary to the District of Torridge Off Street Parking Places Order 2019. Please see the information board in the car park for further details.
2. This permit is vehicle specific. Should you change your vehicle or lose this permit then you must contact The Parking Office immediately (Tel: 01237 428700) Note: an administration fee of £10 will be charged for the issue of replacement permits.
3. The replication or the alteration of this permit is not permitted. Any permits found to be altered or replicated will be cancelled immediately and no refund of any fees paid will be made.
4. The Council accepts no liability for the loss or damage to vehicles or the contents thereof.
5. In using this permit in your designated vehicle you are agreeing to the Council's terms & conditions contained herein and within the above mentioned Order.
Reserved Bay
1. This agreement authorises the parking of vehicle(s) only at the location stated.
2. This agreement holder is responsible to ensure that any vehicle(s) using the bay displays the permit provided by the Council at all times in the front windscreen. Vehicles not displaying the permit will be liable to a Penalty Charge Notice.
3. If applicable the agreement holder should lock the entrance to the bay on leaving.
4. The Council accepts no liability for loss or damage to vehicles parked in this space or the contents thereof.
5. The agreement must be produced on request, by an authorised officer or servant of the Council.
6. The sub-letting or hiring of this bay to a third party is not permitted.
7. No refunds of the fee paid will be made.
8. The agreement is not transferable and is personal to the agreement holder.
9. The Council reserves the right to close the bay for a maximum of 14 days without reimbursement to the agreement holder on any one occasion to enable the Council's servants and or agents to carry out works to the bay or at or on any adjacent property.
10. The Council reserves the right to terminate this agreement forthwith upon any breach of the above conditions.
11. Notwithstanding the above provisions, in the event of the Council proposing to carry out any development on or adjacent to the bay, the Council may terminate this agreement upon giving the agreement holder three months notice, in writing. Such notice shall be deemed to be validly served if posted by first class post addressed to the agreement holder at his/her known place of abode. The Council shall not be liable to pay any compensation or damages to the agreement holder as a result of the termination except that it shall refund a proportionate part of any fee already paid at the date of giving the said notice.
12. An invitation to renew this agreement will be sent to the agreement holder prior to expiry.
13. The terms of the District of Torridge (Off Street Parking Places) Order 2019 shall apply to the use of the bay.
Residents
1. The use of this permit does not preclude you from receiving a Penalty Charge Notice should you fail to comply with these terms and conditions or commit any other offence contrary to the District of Torridge Off Street Parking Places Order 2019. Please see the information board in the car park for further details.
2. This permit is vehicle specific. Should you change your vehicle or lose this permit then you must contact The Parking Office immediately (Tel: 01237 428700) Note: an administration fee of £10 will be charged for the issue of replacement permits where applicable.
3. The replication or the alteration of this permit is not permitted. Any permits found to be altered or replicated will be cancelled immediately and no refund of any fees paid will be made.

Tourist
1. Permits can only be obtained from the Torridge website. (www.torridge.gov.uk)
2. No alterations can be made once the permit is issued.
3. The permit is only valid in car parks operated by Torridge District Council. Please check the individual car parks for specific terms and conditions as stated on the information boards. Your permit cannot be used in 'on street' parking areas.
4. The Council accepts no liability for the loss or damage to vehicles or the contents thereof.
5. The use of the permit does not preclude you from receiving a Penalty Charge Notice should you fail to comply with these terms and conditions or commit any other offence contrary to the District of Torridge Off Street Parking Places Order 2019. Please see the information board in the car park for further details. Please note: There is a maximum stay of 1 hour in Bideford Manor Car Park at all times.
6. In using the permit in your designated vehicle you are agreeing to the Council's terms & conditions contained herein and within the above mentioned Order.
7. The permit is vehicle specific and does not cover trailers.
T-Business
1.
