Additional Restrictions Grant For Businesses

This funding is available for those businesses required to close or who have been severely impacted by Covid-19

Torridge District Council launched its Additional Restrictions Grant (ARG) on Friday 20 November 2020. To be eligible for the grant you will need to satisfy one of the following: -

  • Businesses which - while not legally forced to close - are nonetheless severely impacted by the restrictions put in place to control the spread of Covid-19.

  • Businesses outside the business rates system, which are effectively forced to close

  • Larger local businesses which are important to the local economy, on top of the funding provided to those businesses via the LRSG (Closed) scheme, with due reference to State Aid.

Exclusions to Additional Restrictions Grant funding

  • Businesses that have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework. For the avoidance of doubt, businesses that are in administration, insolvent or where a striking-off notice has been made, are not eligible for funding under this scheme.

  • Businesses that are able to continue to trade as normal because they do not depend on providing direct in-person services from premises and can operate their services effectively remotely.

  • Businesses that have chosen to close but have not been required to.

Local Exclusions

  • Businesses in the accommodation sector that advertise solely on Air BnB

  • Business in the accommodation sector that are second homes that are also let to paying guests

  • Bed and Breakfast business with more than 6 letting rooms

  • Businesses who do not trade all year round

  • Businesses who were not open as usual and providing in-person services to customers up to 4th November 2020 and who did not intend to continue trading after 4th November 2020

It is anticipated that eligible businesses will be able to apply for this grant for the first 14 days of national lockdown from Thursday 19th November 2020 until Wednesday 2nd December 2020 in the first instance.  There will be a second application round for the next 14 days of national lockdown, details of which will follow.  It has been agreed that if you miss applying for the first 14 days and apply in the second application window you would be eligible for a grant covering 28 days if you are approved for support.

If you think you are eligible to apply, the information you will need for your application is as follows:

UTR (Unique Tax Reference Number) if self employed

Company Number (if applicable)

Charity Number (if applicable)

VAT number (if applicable)

Business Rates Account Number (if applicable)

Council Tax Reference Number (if applicable)

The number of employees that the business employs both active and those on furlough

You will need to upload the following documentation with your application

For both of the following Points 1 and 2, please upload bank statements with at least one page that shows account holder name and address. The applicant or applicant business must be a party to the bank account. Screen shots will be accepted if at least one includes the account holder name and address. We cannot accept downloaded bank statements in the form of an Excel/notes file format.

If the account includes credits unrelated to the business, please highlight/write next to/put a circle around the business credits prior to uploading the document to help us find them

1. Bank Statements forAugust, September and October 2020

This account needs to be the bank account used by the business (i.e. it does not have to be a business account if self-employed).

2. Bank transactions for the application period 05/11/2020 - 18/11/2020 -as above.

  • Evidence of gas/electric/other fuel charges - most recent bill or recent bank statement with payment(s) highlighted write next to/put a circle around (in either applicant's or business name)

  • Evidence of telephone/internet charges - most recent bill or recent bank statement with payment(s) highlighted write next to/put a circle around (in either applicant's or business name)

  • Evidence of property insurance charges - insurance schedule or most recent bill, or recent bank statement with payment(s) highlighted write next to/put a circle around (in either applicant's or business name)

  • Evidence of trade waste charges - most recent bill or recent bank statement with payment(s) highlighted write next to/put a circle around (in either applicant's or business name)

  • Evidence of council tax charges - most recent bill or recent bank statement with payment(s) highlighted write next to/put a circle around (in either applicant's or business name)
